Job Description: District Manager Services
As a District Manager Services, you will be responsible for the operation of the Services (Bicycle parking, Bike & Service repair points, OV-bike, toilets, luggage lockers and P+R sites) at the stations in your region. This task will be carried out in collaboration with the team you lead and work with. Your focus will be on managing the people and processes in your operation and executing stakeholder management, with the aim of achieving a balance between costs & revenues and satisfying customers and stakeholders. Innovations, improvements and projects will be implemented in the operation in consultation with you.
This assignment is initially for a few months, but there is a possibility that it may end earlier or be extended. We are looking for a District Manager for the Eastern Region (an extensive region in the eastern part of the country including Nijmegen, Arnhem and Enschede).
Due to the nature of the function, it is essential that you can be quickly and flexibly present at different stations within the Eastern region, especially in emergencies and crisis situations. You are responsible for the operational management and support of teams on site and must therefore be available within a short time.
To meet these requirements, it is a strict requirement that your place of residence or work is within a maximum travel time of approximately 30 minutes from the Eastern region. This is necessary to:
Respond directly and effectively to emergencies;
Be quickly present in urgent situations;
Work regularly and flexibly on location.
You will achieve this by successfully using your proactivity and professionalism in:
Hierarchical management of your managers and collaboration with your other colleagues in the region;
Driving the commitment, vitality, safety and job satisfaction of the average 75 people in your region;
Realising and ensuring compliance with agreements made in operating agreements with stakeholders in daily operations;
Proactive stakeholder management;
Driving the P&L and the operational KPIs of the Services in your region;
Distinguishing between main and secondary matters (you know when to zoom in or out on files);
Professionalising the various Services in your region;
Possibly taking on additional tasks such as compiling induction programmes for colleagues in the bicycle parking facilities;
In this function, your sense of when and at what moment it is necessary for you to be present for your management and/or employees in the region is important.

A reorganisation of the Services department is underway. It is good to know that this may affect your role in the future. You work approximately one day a week on the 8th floor of our service office with a beautiful view over the tracks of Utrecht Central Station. Since you are responsible for an entire region, you will spend the rest of your time working in your region. This will therefore be the Eastern region (an extensive region in the eastern part of the country including Nijmegen, Arnhem and Enschede).
Within NS Stations, Services plays an essential role in successfully influencing the door-to-door journey of our travellers. Within Services, the Services Operations department is responsible for the operational execution of the 7 Services formulas (Bicycle parking, OV-bike, Bike & Service shops, Luggage lockers, Toilets, Car parking, waiting).
As a District Manager Services, you are a member of the team of 6 District Managers and report to the Manager Service Operation. Each District Manager has his or her own region and regional team. You will be working in a fun and enthusiastic team and in a growing business where you are the link between the operation outside and the various departments of NS.
Requirements
At least a completed HBO education, preferably in the field of organisational studies and/or business administration;
You have a heart for operations and have at least 3-5 years of hierarchical management experience in an operationally driven environment;
You have worked in a large, complex organisation, similar to NS;
You have a maximum travel time of 30 minutes in the Eastern region (Arnhem/Nijmegen or Enschede/Deventer area);
You are stress-resistant, flexible, a real team player and have a sense of responsibility;
You are customer-oriented with an ‘outside-in’ approach by thinking and acting from the traveller’s perspective;
You are skilled in acting and communicating at different levels. From an employee with a distance to the labour market to a stakeholder relationship at the municipality;
You quickly master complex situations, where you can clearly distinguish between main and secondary matters;
You have the ability to realise measurable and structured improvements in complex matters;
It is a plus if you can do standby/on-call duties. This means that you are on standby 24/7 for 1 week every 6 weeks. This service is converted into your all-in rate.
